Make your way to the top of the Bell Tower and look on your left for the Strange Tube that will grant you the Glide ability.

Open the Strange Tube and complete the tutorial sequence to acquire the Slingshot ability.

Retrieve the Data Reports from the east and west wings of The Crucible, then speak to Tomo. After a brief dialogue sequence, Samsk will gift you this final ability, which allows the Striders to walk across water.
